My dog has allergies would this spray be OK on her fur and she bites at her paw around the pad area so could it be sprayed there.
Yes this spray is safe for your dog as long as they are not allergic to it. If your dog is licking a significant amount of the product off the skin then it is not advised to use it as it will have no effect if licked off, and it should not be ingested in large quantities.

Can this product be used on and around the anus? My dog has irritation there and scoots to scratch for relief. Everything I have used from the vet has not worked which included steriod cream and a course of oral exteriors.

I have contacted the manufacturer who have advised the following:
I can advise that Johnson’s Tea Tree Skin Calm Pump Spray can be
used providing these is no broken skin. However, if the condition
persists you should seek veterinary advice.
If you are looking for other products to try then normal aloe vera gel can help sooth the area. I also advise following your vet's advice, sometimes allergies or anal glands can appear with the signs you are describing. It is worth trying to rule these out as the cause.
