Gentle and calming is what I would say.Our Cocker Spaniel (rehome) had dry,scabby skin.We have showered her a few times in this shampoo and it has improved the scabbing and itching.

Will this shampoo help my dogs flaky skin
This shampoo is intended for normal use, it is listed as 'hypo-allergenic' as it contains slightly fewer ingredients than the average shampoo and so it is less likely to set off an allergy.
If you wish to use a shampoo for flakey skin specifically then I advise a product like Zincoseb which is intended to help control conditions that cause skin flaking.
