The bags contain a really small amount. You need at least 2-3 just to cover the base of the litter.
I have 2 cats that needed urine test.One of them wouldn't even go near it, while the other one used it only once.The second time he was holding on to the payload for hours, until I decided to swap it out for the regular one. So I wouldn't recommend it.

Yes it is intended to be re-used after cleaning. It does not particularly need sterilising, but should be washed and allowed to dry.
