Pet medication may have been needed by a cat in Kent after it was swung by the tail around the streets of Ramsgate for around 30 seconds.
CCTV footage has been released by the police in the hope that someone will recognise the man and come forward.
The RSPCA has branded the attack as "violent" and "nasty", with a inspector Caroline Doe adding that anyone who saw the attack, which took place outside the put where the owner lives, must have been "shocked and appalled".
Michelle Buchanan, the owner of Mowgli, told the Daily Telegraph: "He's not physically injured but he is mentally. Ever since the incident happened, when he eventually came home, he's never gone back outside."
