Can a dog with epi have these please?

As long as you are controlling your dog's Exocrine Pancreatic Insufficiency with appropriate treatment (usually in the form of enzyme supplements) then these treats should be safe to use.
If you are actually referring to Pancreatitis then it is advised to avoid any treats wherever possible, including these. It is best to stick to a low fat diet and minimise any dietary changes in a dog with Pancreatitis.
