I ordered a medium size harness for a cocker spaniel as you say is the right size. Well its not, much to big, gave it away to someone who had a Labrador. Fitted him fine.
You need to look again at your sizing a small size would have been right. not pleased. If sizing was right would recommend to a friend

Two mad Springers who are constantly wet and muddy! This means that harnesses tend to rub them, so far so good with these padded harnesses though. A good fit on both dogs and plenty of adjustment.
